Advanced Composites for Structural Strengthening
Regulatory Resources is pleased to announce a new affiliate partnership with Fyfe FRP, a pioneer in the fiber-reinforced polymer (FRP) structural strengthening industry. Fyfe is a world leader in designing and manufacturing Tyfo®, a system of specialized carbon and glass fabrics, which is combined with polymers to strengthen a wide range of masonry, concrete, steel, and timber structures. The Tyfo FRP system is also used to rehabilitate piping systems.
The Fyfe FRP team includes structural engineers, designers, material specialists, material manufacturers and project support personnel who work together to develop and design turnkey solutions for structural problems and provide technical support to engineers, contractors and owners in the pipeline, building, and bridge rehabilitation markets.
Precast Concrete Concepts
A precast concrete industry veteran and former plant owner/operator, Precast Concrete Concepts founder Nelson Fulcher has deep knowledge of plant production best practices, project planning and innovative product design. With more than 22 years of experience in all aspects of highway construction, and an additional 14 years as the owner/operator of a precast plant and construction company.
After nearly four decades of hands-on production and project management, he launched the next chapter of his career as a consultant and product developer for precast concrete industry. Whether it's navigating through the DOT, analysis of plant best practices, planning bridge construction, budgeting materials, or installation, Nelson has the experience to get it done quickly, efficiently and correctly.
As a product developer and industry consultant, Nelson discovered an interest among municipalities to prepare for more unpredictable weather and more intense storms due to climate change. He has developed a precast concrete solution to extend the height of sea walls without completely rebuilding the wall - a technology that could save municipalities time and money in protecting against breaches of their sea walls.
Regulatory Resources is pleased to welcome CMTE Inc. as our latest Alliance Partner. CMTE Inc. (Construction Material Testing and Engineering) is a privately owned testing laboratory that operates a modern facility in Hamilton, Ontario, Canada. CMTE Inc. brings more than 30 years of extensive experience to material testing, and environmental services to meet the needs of clients.
CMTE Inc. is a structural engineering firm and specialized testing facility for C/B&GFRP bars/sections as well as R&D for product development. CMTE is an approved testing facility for Fiber Reinforced Polymer (FRP) by the Florida Department of Transportation (FDOT) and ISO/IEC 17025 accredited laboratory by ANSI National Accreditation Board (ANBA), a signatory to the International Laboratory Accreditation Cooperation (ILAC) Mutual Recognition Arrangement (MRA). The accreditation scope includes mechanical, physical and durability tests for FRP.
CMTE services a broad range of industries, offering a complete range of laboratory testing and engineering services. CMTE has the depth, experience and certifications to guide and protect our clients through every aspect of our services, which include:
Performing all levels of building and remodeling for residential and commercial buildings;

Providing full design services which include electric, HVAC, and plumbing; interior and exterior home renovations which include bathroom and kitchen remodeling, home additions, and more.
Materia: Resin Technology for Rebar Pultrusion
Regulatory Resources welcomes Materia to its growing suite of Alliance Partners. Materia is bringing its ground-breaking thermoset resin platform to the composites industry, with a focus on rebar manufacturing. Materia’s proprietary chemical resin technology is a viable option to incorporate in the pultrusion process of composite rebar manufacturing.
Helix Steel - Micro Rebar
Regulatory Resources is pleased to announce Helix Steel as an Alliance Partner. We will be working with Helix steel to promote the Helix Micro- Rebar as a resilient, labor-saving and cost-saving reinforcement method for the precast concrete industry.
This partnership fits perfectly with the mission of Regulatory Resources, which is to promote the technology and innovations that will be critical in creating the next generation of infrastructure. Over the coming months, we will be working to introduce the benefits of Helix Micro Rebar to the specifying community. One of our affiliate partners is working on mix design conversions, and we will be meeting with DOTs and other project owners for material acceptance of this important forward-looking technology.
JQOL Quality of Life Engineering
We are pleased to announce that JQOL – Quality of Life, an Indianapolis-based engineering firm, is now an alliance partner of Regulatory Resources LLC. A certified MBE/DBE firm founded in 2019 by Jarvis Jointer, P.E., JQOL has quickly built an impressive portfolio of design projects with INDOT, including work on I-69, the I-70 Super 70, and the US 31 Kokomo Bypass.

Jointer, a 2004 civil engineering graduate of Purdue University, has an extensive background in construction administration, site engineering, transportation engineering and environmental engineering.
Regulatory Resources will be working with JQOL to create opportunities that expand the firm’s reach into the transportation and underground infrastructure sectors of the construction industry.
Regulatory Resources collaborates with Prince-Lund Company in order to promote software tools and technology that specifiers and industry can use to design composite reinforcement for precast concrete structures.
The Lund Company has been working with composite reinforcement since 2009, introducing fiber reinforced polymers to manufacturers in Michigan. Prince-Lund specializes in the production of masonry and concrete restoration and strengthening solutions for residential and commercial markets.
Collaborative efforts between the Prince-Lund Company and Regulatory Resources will provide insight to all aspects of specification development and reverse engineering of designs that will open the door to advancing technology and the use of these composites.
Regulatory Resources currently engages with SpecLink, an organization that Richard has had a relationship with for several years. The purpose of this collaboration is to develop specific software tools that will enable departments of transportation to consolidate and coordinate their efforts on all aspects of specification development, including:
A more efficient procurement process
Special provision build
Consolidated specification revision through BSD SpecLink
Ease and refinement in product approvals
